Special Education Texas Education Agency

Together, we are committed to high expectations and strong systems that achieve equitable outcomes for every student with a disability.

Review and Support

The Department of Review and Support (R&S) is a unit housed in the TEA Office of Special Populations and Monitoring. The primary responsibilities of the R&S department are: (1) to monitor LEAs related to Individuals with Disabilities Education Act (IDEA), special populations and federal and state statutes using a risk assessment index and holistic student-centered practices; and (2) to provide targeted technical assistance and support for LEAs related to special education and special populations.

Results Driven Accountability (RDA)

The Results Driven Accountability (RDA) manual is a comprehensive technical resource designed to explain each year's RDA indicators and reports. The RDA is used by the Texas Education Agency as part of its overall evaluation of school district performance and program effectiveness.

You will need Adobe Acrobat Reader to access this PDF manual. If you have any difficulties accessing the RDA manual please contact Review and Support by phone at (512) 463-9414 or via email at

State Performance Plan (SPP)

The State is required to develop a six-year performance plan that evaluates the State's efforts to implement the requirements and purposes of the Individuals with Disabilities Education Act of 2004 (IDEA 2004), Section 616(b). The State Performance Plan (SPP) illustrates how the State will continuously improve upon this implementation.
